The first statement would weaken the discussion as we could possibly develop an environment to which the weak could readily adapt, and then by definition they would no longer be weak.

    To complete the passage we need a phrase, which describes the natural beauty of America not seen in the urban areas. Choice C would be inappropriate as it talks of the wild jungles of Africa, whereas our concern is the United States.
