C Condition 3 complies with any of the choices.  We need to consider conditions in 1, 2 and 4.  Choice A is inconsistent with condition 2 and condition 4.  Choice B is inconsistent with condition 1.  Choice D is inconsistent with condition 1. Choice E is inconsistent with condition 2 ( and 4).  Choice C meets all of  the conditions.
